The UAE Golden Visa is a long-term residence permit granting five or ten years in the Emirates, renewable, without a local sponsor or employer. It is available to property investors, entrepreneurs, specialised professionals, outstanding students and humanitarian figures. It confers residence - not citizenship - and, as of July 2026, the principal property threshold remains AED 2 million.

Introduced to attract long-term capital and talent, the Golden Visa detaches residence from employment. Ordinary UAE residence depends on an employer or local sponsor and lapses after six months outside the country. The Golden Visa does neither: you sponsor yourself and your family, and extended absences do not automatically invalidate your status.
Applications are handled federally by the ICP and, in Dubai, by the GDRFA, through their digital portals. Only those authorities can issue it.
The categories below reflect the published criteria as of July 2026. Thresholds are reviewed periodically, so confirm the current figure before committing capital.
The threshold is a valuation, not a purchase price. What matters is the figure the land department attributes to the property on the day you apply, and it must reach AED 2 million. Multiple units can be combined, provided each is in a freehold zone and registered in your name.
Mortgaged and off-plan properties are accepted in practice, but with conditions. Mortgaged units require a no-objection certificate from the lender. Off-plan purchases generally need land department registration and evidence of meaningful payment or construction progress - an initial sale registration alone is often not sufficient. How much paid equity counts towards the threshold has varied between emirates and over time, so verify the current position first.
A separate, shorter property-investor permit exists at lower values. It is not the Golden Visa, and the two are frequently conflated in marketing material. Our comparison of European golden visas and property residency is a useful counterpoint.
The entrepreneur route requires a technical or innovative project valued from AED 500,000, confirmed by a UAE-licensed auditor and endorsed by an accredited incubator. It is a five-year visa, assessed on the substance of the venture rather than a capital transfer.
Specialised talent is the broadest category and requires no investment at all. Doctors, scientists, inventors, creatives, athletes and senior executives qualify on credentials, endorsement and, for salaried roles, a stated monthly salary. Outstanding students and graduates from highly ranked universities also qualify.
Nomination is a genuine feature of the system, but it is not a purchase. Several talent categories work on the basis that a competent UAE federal or emirate-level authority nominates, accredits or recommends the candidate - a culture authority for creatives, a scientific council for researchers, a sports authority for athletes. Merit replaces an investment test.
What is not real is the widely circulated claim of a "lifetime" Golden Visa available for a one-off fee of around AED 100,000 through third-party consultants. On 9 July 2025 the ICP publicly rejected those reports as having no legal basis, restated that applications must go through official government channels only, and warned that no external consultancy has authority to process a Golden Visa. Treat any such offer as a red flag.
Yes, and this is one of the strongest features of the programme. Golden Visa holders can sponsor a spouse and children, with dependants' visas aligned to the holder's term. Those visas remain valid even if the principal holder dies - an unusual and meaningful protection.
Domestic staff can also be sponsored, subject to the ordinary labour and sponsorship requirements. Medical insurance is required for the applicant and sponsored family.
Applications are made through the ICP or GDRFA portals, followed by a medical fitness test, biometrics and Emirates ID issuance. Clean files are typically processed within around five to ten working days once submitted, though document preparation and valuations usually take longer than the decision itself.
Costs vary by category, emirate and family size. Government and service fees in Dubai commonly run beyond AED 10,000, with the medical fitness test at roughly AED 500 to 700, the Emirates ID at approximately AED 370, and typing charges of a few hundred dirhams. Dependants are charged separately.
This is where careful advice matters most. The Golden Visa is residence. It is not citizenship, and it does not create a path to an Emirati passport in the way European residence programmes eventually can. The UAE does not operate a citizenship-by-investment programme; naturalisation is exceptional and by nomination.

Stated carefully: the UAE levies no personal income tax on employment or business income. That is the headline and it is accurate. But three qualifications matter.
First, a 9% federal corporate tax applies to taxable business profits above AED 375,000 under Federal Decree-Law No. 47 of 2022. Second, a Domestic Minimum Top-up Tax of 15% applies for financial years beginning on or after 1 January 2025 to multinational groups with consolidated global revenues of EUR 750 million or more in at least two of the four preceding financial years. Third, holding a Golden Visa does not by itself make you UAE tax resident.
Under Cabinet Decision No. 85 of 2022, effective 1 March 2023, you are UAE tax resident if your usual or primary place of residence and centre of financial and personal interests is in the UAE; or if you are physically present for 183 days or more in a rolling twelve-month period; or for 90 days or more while holding UAE or GCC nationality or a valid residence permit and also maintaining a permanent home, employment or business in the UAE. Your home country applies its own tests independently, so take jurisdiction-specific advice before restructuring.
The comparison has shifted in the UAE's favour on process and against it on outcome. Europe has tightened: Spain closed its golden visa on 3 April 2025, and Portugal lengthened its naturalisation timelines under Organic Law 1/2026. The programmes that remain, including Greece, have generally raised thresholds.
Against that, the UAE offers speed, no minimum stay obligation, no language requirement and a favourable personal tax position - but no route to an EU passport. Does the UAE Golden Visa lead to citizenship?
No. The Golden Visa is a renewable residence permit and does not create an entitlement to Emirati nationality. The UAE does not operate a citizenship-by-investment programme, and naturalisation remains exceptional, granted by nomination at the discretion of the authorities. If a second passport is your objective, a dedicated citizenship programme is the appropriate route.
Do I have to live in the UAE to keep the Golden Visa?
No minimum stay is imposed in the way it is for ordinary residence visas, and holders are not cancelled after six months outside the country. That is one of the programme's principal advantages. Note, however, that physical presence is separate from tax residency, which is assessed against day-count and ties tests.
Does a mortgaged property qualify for the AED 2 million route?
In practice yes, subject to conditions including a no-objection certificate from the lender. How much paid equity counts towards the AED 2 million threshold has been applied differently across emirates and over time. Confirm the current requirement with the ICP or the relevant land department before committing.

Yes. The specialised talent, outstanding student, graduate and humanitarian pioneer categories require no capital investment at all. They are assessed on credentials, salary level, academic record or documented contribution, usually with nomination or endorsement from the competent UAE authority rather than a financial threshold.

Residency by investment programmes grant residency within 3 months but not citizenship.
