The Investment Migration Calendar: Every Deadline and Rule Change for the Last Quarter of 2026

October 19, 2026

Table of Contents

The last quarter of 2026 carries more dated changes than any quarter since the pandemic. Some are deadlines that close options; some are regulatory events that change what a program is worth; and two, in January 2027, are close enough that a decision made in October is made with them in view. This calendar sets out each one with its date, its instrument and its practical effect, in date order, and Passport Legacy updates it monthly. Where a date is reported rather than confirmed, the entry says so.

At a glance

  • Passed but still shaping decisions: Portugal's ten-year naturalisation rule (19 May 2026); Greece's Circular 1/2026 on golden visa property rules (22 April 2026); the European Commission's letter to the Caribbean states that run citizenship programs (25 June 2026); the US entry proclamation (effective 1 January 2026); the UK's residence-based tax reforms (6 April 2025); the ECJ ruling closing Malta's citizenship program (April 2025); Spain's golden visa closure (3 April 2025).
  • October: EB-5 fiscal-year reset (1 October); reported end of Panama's reduced real-estate threshold; first full month of ECCIRA regulation in the Caribbean.
  • November and December: EU expectations of reinforced Caribbean vetting in force; the run-up to the EB-5 inflation adjustment; ETIAS expected to begin operating.
  • January 2027: EB-5 investment minimums adjusted for inflation (1 January).
  • June 2028: the European Commission's requested end date for Caribbean citizenship programs.

What has already happened in 2026 and still matters

19 May 2026, Portugal. Lei Orgânica 1/2026 extended the residence required for naturalisation from five years to ten (seven for nationals of Portuguese-speaking countries) and revoked the Sephardic descent route. Effect: Portugal's golden visa remains the lightest EU residence program but is no longer the fastest route to an EU passport; Greece, at seven years with actual residence, now is.

22 April 2026, Greece. Ministry Circular 1/2026 clarified that the 120 square metre minimum for golden visa property applies to main living areas, confirmed the single-property rule, restricted the €250,000 conversion route against recycling of the same property, and confirmed that spouses and civil partners may invest jointly. Short-term letting of golden visa property remains prohibited, with a €50,000 fine. Effect: fewer marginal properties qualify; buyers should verify the floor-area calculation before exchanging.

25 June 2026, European Union and the Caribbean. The European Commission wrote to the Eastern Caribbean states that run citizenship programs, among them Antigua and Barbuda, Grenada, St Kitts and Nevis and St Lucia, asking them to discontinue citizenship by investment by 1 June 2028 and to apply reinforced vetting from September 2026. Antigua and Barbuda's Prime Minister has declined a unilateral phase-out. Effect: Schengen visa-free access for the Caribbean passports is under review; applicants should choose a program on the strength of its compliance, not its price.

1 January 2026, United States. The proclamation of 16 December 2025 restricted entry for nationals of listed countries, including Antigua and Barbuda, citing its citizenship program, and imposed partial restrictions on Nigeria among others. Grenada, St Kitts and Nevis and St Lucia are not listed. Effect: the choice among Caribbean programs now carries US travel consequences.

6 April 2025, United Kingdom. The remittance basis was abolished, a four-year foreign income and gains regime introduced, and inheritance tax moved to a residence basis. Effect: a continuing outflow of internationally mobile UK residents to the UAE, Italy, Greece, Portugal, Cyprus and Switzerland.

October 2026

1 October, United States. The federal fiscal year begins and EB-5 visa allocations reset; the October Visa Bulletin shows whether the unreserved category, which has been unavailable to applicants born in India and China, moves. Rural, high-unemployment and infrastructure set-aside categories have remained current. Effect: applicants born in India should read the October bulletin before choosing between set-aside and unreserved projects.

30 September to 1 October, United States. The EB-5 grandfathering date under the Reform and Integrity Act has passed. Petitions filed on or before 30 September 2026 are protected against any lapse in the regional centre program; later petitions are processed under current law without that protection. Effect: none for filed petitions; a lost protection for late ones.

30 September, Thailand. The Thailand Privilege Bronze tier closed to new applicants. Effect: the program's entry point is now the Gold tier at THB 900,000; the Destination Thailand Visa and the Long-Term Resident visa remain alternatives.

October (reported), Panama. The reduced US$300,000 real-estate threshold for the Qualified Investor visa is scheduled to end, returning the route to US$500,000. The securities (US$500,000) and bank-deposit (US$750,000) routes are unchanged. Effect: applications filed before the end date are assessed at the lower figure. Status: reported.

From September, Eastern Caribbean. ECCIRA, the regional regulator for the Eastern Caribbean citizenship programs, is operational, with shared applicant registers, biometric enrolment and common due diligence standards. Effect: longer but more defensible processing; a refusal in one state is visible to the others.

November and December 2026

Ongoing, European Union and the Caribbean. The reinforced vetting the Commission requested from September 2026 is expected to be in force across the Caribbean programs through the quarter, and the Commission's assessment of compliance will shape the Schengen decision. Effect: applicants should expect interviews, biometrics and source-of-funds scrutiny as standard.

Expected in the quarter, European Union. ETIAS, the EU's electronic travel authorisation for visa-exempt travellers, is expected to begin operating in the last quarter of 2026, following the roll-out of the Entry/Exit System. Effect: visa free travellers to the Schengen area, including holders of Caribbean passports and US and UK citizens, will need a pre-travel authorisation; residence-permit holders are exempt, which strengthens the case for a European residence over a visa-free passport for frequent travellers. Status: expected.

Run-up to 1 January 2027, United States. The EB-5 inflation adjustment approaches. Effect: an approvable I-526E filed in the fourth quarter locks in US$800,000 (targeted employment area) or US$1,050,000 (other) before the adjustment.

Looking ahead: 2027 and 2028

1 January 2027, United States. EB-5 minimum investment amounts are adjusted for inflation under the Reform and Integrity Act, the first adjustment since 2022. Effect: a higher entry price for all petitions filed from that date.

30 September 2027, United States. The EB-5 regional centre program's current authorisation expires unless renewed. Effect: the reason the 2026 grandfathering date mattered.

1 June 2028, Eastern Caribbean. The European Commission's requested end date for citizenship by investment in the Eastern Caribbean states concerned. Effect: uncertain; the states are negotiating, and Passport Legacy expects a compliance-based outcome rather than closure, but applicants should plan on the basis that Schengen access is conditional.

How to use this calendar

Read it against the family's own timeline rather than as a list of things to worry about. Most of the entries affect a specific program or nationality, and most reward a decision made before the date rather than after. Passport Legacy updates the calendar monthly and will tell any reader which of its entries applies to them.

Frequently Asked Questions (FAQ’s)

What is the difference between citizenship and residency by investment programs?

Citizenship by investment programs may not require physical residency and can grant citizenship within 2 to 6 months. Residency by investment programs grant residency within 3 months but not citizenship. To obtain citizenship through residency programs, applicants must comply with legal requirements, such as residing in the country for a certain time and paying taxes. However, not all residency programs lead to citizenship, as it's at the discretion of the government.

How much does it cost to apply for a second passport?

The minimum investment for a second citizenship by a single applicant is São Tomé and Príncipe, which requires an investment of USD 90,000. Please contact us for an exact price breakdown.

Do we need to pay the full amount upfront?

Passport Legacy's CBI programs require payment in three installments. The first payment is 5%, the second payment is 25%, and the final payment, which amounts to 70% of the total cost, is due after receiving Approval in Principle.

What documents are required?

To start the process, applicants need to provide us with KYC (know your customer) documents such as a passport copy, birth and marriage certificates, police certificates, bank reference, and health clearance. Some documents may require translation or legalisation, but our client advisors will guide you through the process.

Do I need to renounce my original passport?

Acquiring a second citizenship by investment in any country does not usually require renouncing one's original nationality under the citizenship law of the country where citizenship was obtained through investment.
